New Logging System

A new logging system should be developed for the 0.8.1 gem release.

It should:

Allow silencing so tests can run cleanly.
Expose an API that enforces a "what's doing the logging" policy so the output can be examined more easily.
Not use a method named log(). This seems to conflict too much with other classes.
Should allow inserting customized IO objects which receive the logging as well.
